Greater Fox Valley ROSC (Recovery-Oriented Systems of Care)
A Recovery-Oriented System of Care (ROSC) is a coordinated, community-based approach to supporting individuals and families impacted by substance use. Rather than focusing only on short-term treatment or crisis response, ROSC strengthens the long-term recovery supports people need to remain stable, connected, and supported in their communities.

ROSC builds on the strengths, resilience, and lived experience of individuals, families, and communities to improve health, wellness, and quality of life over time.

Why ROSC
Across the Greater Fox Valley, most substance use services are designed for acute intervention, not sustained recovery. After treatment or crisis stabilization, families often face fragmented systems, limited peer support, and few ongoing resources, especially in rural areas.

ROSC addresses this gap by aligning community partners, expanding recovery capital, and supporting people before, during, and long after a crisis.


Local Systems Change Work
Through this initiative, Helios Heuristic is supporting Greater Fox Valley regional efforts to strengthen coordination across systems, expand recovery coaching support, and shift policies and practices away from punitive responses and toward family stability, equity, and long-term recovery.
This work focuses on capacity-building, partnership development, evaluation, and community convening, rather than direct treatment delivery.

As part of this work, Helios Heuristic is hosting community-based ROSC conversations across the Greater Fox Valley, bringing together workers, service providers, and community members to identify gaps in recovery supports and strengthen local coordination. These convenings—including industry-specific gatherings such as the recent restaurant worker discussion, are designed to surface lived experience, build shared understanding, and inform systems-level change rather than deliver direct services.
